Langdon Hills Retirement Living : A new health-led community.
Langdon Hills Golf and Country Club is a prestigious facility in the heart of Thurrock. The 27-hole course has panoramic views over Essex and the London skyline.
The Brief : A community-led development comprising of approximately 100 bungalows for the over 55s; a 64-bedroom extra care facility, and a 42 unit extra care home (with dementia care). These purpose-built facilities will provide a sense of community at its heart through a state-of the-art wellness and mindfulness centre that will provide yoga, meditation and fitness classes. For the golfing fraternity there will also access to a virtual golf facility, a academy facility and new clubhouse facility..
Technology will be a core component of all homes on site and will benefit from Specialist Artificial Intelligence that underpins ‘homes for life’. This technology provides a discreet vale of reassurance to all residents, so that behind the tranquil setting provided by the village there is an invisible reassurance of assistive care and support technology 24/7/365. All apartments will be fitted to incorporate the system that can if so desired, provide real time care 24 x hours with monitoring and visual communications. The implementation of such technology demonstrates the C2 designation for the development. This will provide the capability to make video calls; daily routine reminders (e.g. linked to medications) and help with other routine tasks. The system can Monitor/diagnosed health issues and stay in direct contact with health professionals, monitor potential deterioration in wellbeing through intelligent activity analysis and ensure confidence at home by providing 24- hour emergency call and fall alerts. Used by everyone within the continuing care retirement community this technology forms the base and offers control of individual home environments and the connection to the world outside of the village. The application site is positioned within the Green Belt. As such, it is fully accepted that planning permission will only be granted where Very Special Circumstances (VSCs) exist that outweigh any harm arising from the proposals. The planning submission sets out these VSCs in detail, which includes the health benefits arising from the proposals; the enhancements it makes to the course and participation levels in the sport; increased housing land supply in the Borough; the provision of a type of housing that has historically been lacking in Thurrock and synergies placed by putting existing sport / leisure uses alongside a new retirement community that puts active-living and wellbeing at the core of the proposal. In preparing the planning application the applicant had a formal pre-application meeting with Thurrock Council, which also formed the basis for a Planning Performance Agreement (PPA) that established the programme and key milestones for this scheme. Likewise, in advance of submitting the applicant has undertaken a series of consultation events with members of the golf club and members of the public. In summary, the application presents a unique opportunity to transform the golf club into a leading centre of golfing excellence as well as providing much needed extra care, close care and residential care with specialist dementia accommodation for Thurrock residents

Langdon Hills Golf and Country Club is located in north-east Thurrock. The site is rectangular in shape and positioned to the west of Lower Dunton Road which runs from Horndon on the Hill (to the south) to Dunton in Basildon (to the north). Langdon Hills Golf and Country Club is approximately 80.51 hectares. The site has operated as a 27-hole golf club since 2001. It also provides entertainment and meeting space and is regularly used for conferences, weddings and other special events. Vehicular access to the club is from Lower Dunton Road. The 400-metre gated drive provides access to a several surface car parks, the clubhouse (14,499 sq.ft GEA) and hotel (19,246 sq.ft GEA). To the north of the clubhouse are 11 cottages that have been residential occupation since 2008. Other distinguishing features onsite include a maintenance yard (1,981 sq.ft GEA), green-keepers building (5,985 sq.ft GEA) and driving range facility (1,798 sq.ft GEA). The site is allocated as Green Belt in the adopted Local Development Framework (LDF) Core Strategy. There are no further statutory designations located on the application site.
Rishco Leisure Limited want to build upon the strengths of Langdon Hills Golf and Country Club by enhancing the golf offering – with the aim of achieving best in class within the borough. This will require a comprehensive redevelopment of the existing clubhouse and the hotel. Moreover, it will be through the creation of a new golfing academy that will put tuition at the heart of the club. A new quick play golf course will also be created that will broaden participation especially within the younger generation. Central to the proposed development will be an independent living - extra care retirement community for those aged 55 years and above (Use Class C2). The care village/CCRC (Continuing Care Retirement Community) will provide an extended range of services for older people who may require care packages which will be delivered directly into their homes on a need’s basis. Whether they enjoy golf, swimming, yoga or walking the newly build clubhouse will be the centre of community living. This space will also be important congregation; whether it be a place to play cards, read a book, or watch a film with relatives. An electric shuttlebus will be provided to the nearby railway station and local shops.
